slope = (1 + 4)/(5 - 3) = 5/2
y = mx + b
1 = 5/2(5) + b
1 = 25/2 + b
b = 1 - 25/2
b = -23/2
equation
y = 5/2x - 23/2
standard form
5/2x - y = 23/2
or
5x - 2y = 23
