We want to solve the equation:

3=-2| (1)/(4)s-5 |+3

First, subtract 3 from both sides:

0=-2| (1)/(4)s-5|

Clearly,
| (1)/(4)s-5| must be equal to 0, which means
(1)/(4)s-5 must be equal to 0, so we solve:

(1)/(4)s-5=0\\\\(1)/(4)s=5\\\\s=5\cdot4=20

Answer: s=20
