I don't think it's the first option. The third one doesn't sound right either. The last one sounds a bit fair. Hmm, the second option and the last option seem similar. I would go with the second option because I'm not sure if the "citizens" were in charge of experimenting with government formats. Many people had different ideas on how the government should govern a state. Do a bit more research just in case! I wish you luck! :) (Btw just giving my educated opinions!)
