This is an example of the glass ceiling effect. Many women/minorities tend to reach a level at which they are simply passed over for higher positions in businesses and other leadership ranks, in favor of (possibly lesser-qualified) male and non-minority candidates. This "ceiling" seems impenetrable until it is demonstrated that these minority candidates are just as capable as those who are already in those same positions.
