we know that

the maximum capacity of the pool is
$600\ people$

so

the inequality is

$430+p \leq 600$

$p \leq 600-430$

$p \leq 170$

the solution is the interval ----------> (-∞,170]

but remember that the number of people can't be a negative number

so

the solution is the interval -------> [0,170]
