The word affable, in the context of the passage above, means pleasant, agreeable, enjoyable, nice, so that in this sense, the shepherd named Jiang is a person who is all of the above which fits in nicely with how he formed a bond with the poor villagers and how they came out to listen to his music. Affable would be the contrary of obnoxious or insufferable.
