SOLUTION:
16x + 9 = 9y - 2
9y - 2 = 16x + 9
9y = 16x + 9 - 2
9y = 16x + 7
y = ( 16x + 7 ) / 9

16/9x+11/9= y
Just adding the numbers on the y side so they cancel out and leave y alone. Now to leave y without the number in front you simply divide.
