1/100,000,000 , note that 100,000,000 = 10⁸ , then:

1/100,000,000 = 1/10⁸
Remember that 1/aⁿ = a⁻ⁿ

Hence 1/100,000,000 = 1/10⁸ = 10⁻⁸
