Sam noticed every time she rolled a ball on a flat surface it did not stop unless she applied a force on it. This happened multiple times. The outcome never changed. Would you classify this as a law or theory? Why?

Because the ball is a sphere and there's nothing that can actually stop a sphere unless you cover it with something that will actually stop it, for example like your hand.
