Ted says that 3/10 * 100 equal 300000 is he correct use a place value chart to explain your answer

No. The right answer would be 30. 3/10 is 0.3, a decimal in the tenths, 100 is a number in the hundreds, their product will most likely be a number in the tens (as 0.1x100=10).
