A poor man has tried every legal means possible to get the medicine that will save his child’s life. He is placed in a situation where it would be easy to steal enough money to purchase the medicine, and he is unlikely to be caught.

its moral because its his choice to steal the money and its for his child's benefit.

It has nothing to do with the generation of the man. Any generation can be put in the same situation. It most likely has nothing to do with culture thing robbing and stealing is universally bad. It isn't really a technical dilemma because there's more to it than achieving his goal. In the end it is a moral dilemma. Moral is a personal perception of ethics and what an individual finds to be right or wrong.

it it right for him to let the child die because he has no money, even though he had a chance to steal it and save the child's life? Or is it wrong because money should not be above a child's life?

It is a moral dilemma.
