The minimum wage in 2003 was $5. Let denote this minimum wage with: W_min_2003.
In 1996 the minimum wage was 15 the W_min_2003 ,so we can write:
W_min_1996=15*W_min_2003=15*5 USD= 75 USD.
The minimum wage in 1996 was 75 USD.
