1) In this problem, to find which value makes this function undefined we need to focus on the denominator:


(8n-5)/(3n+1)

So focusing on the denominator let's equate that to zero, and solve it for n:


\begin{gathered} 3n+1=0 \\ 3n+1-1=0-1 \\ 3n=-1 \\ (3n)/(3)=-(1)/(3) \\ n=-(1)/(3) \end{gathered}

2) So, we can tell that the value that makes this rational expression is defined is


n=-(1)/(3)

Because if we plug that into the expression, we'll get 0 on the denominator. And divisions by 0 are undefined.
