The immigrants that benefited from the 1990 Immigration Act were people that had to work, produce, and and contribute to the United States. The immigrants had to show they had particular skills needs for certain jobs, had money to contribute to the economy, or a special talent. The Immigration Act was enacted on November 29, 1990. Visas for immigrants were classified into 5 categories, EB-1 to EB-5 each with different requirements.
