just split them up
V=LWH
the small one has L=18, W=3, H=2
V=(18)(3)(2)=108 cm³
the large one has L=21, W=7 and H=9
V=(21)(7)(9)=1323 cm³
total is 1323cm³+108cm³=1431 cm³
the volume is 1431cm³

1431 since for the top one you multiply 18 by 2 by 3 and then multiply 7 by 21 by 9. Then you add up the top block (18 times 2 times 3) by the bottom one (7 by 21 by 9) to get 1431 (108+1323)
