Take the midpoint MP1 from E to F then take it a second time between MP1 and F for MP2.
MP1=((-2+2)/2, (-1-3)/2) = (0,-2)
Then
MP2 = ((-2-0)/2), (-2-1)/2) = (-1, -1.5)
So y 3/4 from E to F = -1.5
