To be able to distinguish whether the given data is a population or simply a sample, we must differentiate the two terms.

In statistics, when we say “population”, what we actually refer to is the totality of the defined group that we are studying or collecting information from for data driven decisions. On the other hand, a sample is simply a part or a small portion of the population.

Since in this case, the given data refers to all of the household in the whole country, hence this is a population. The sample for example would only be a city of that country.
