Let E be the event "a dog want to go outside between 4 PM and 5 PM",

then not E or the complement of E, E' is:

E' : "a dog does not want to go outside between 4 PM and 5 PM"

E and E' complement each other, so the probability of one of these to happen is 1 - the probability of the other.

P(E')= 1-P(E)=1-7/12=5/12

Answer:
P( a dog does not want to go outside between 4 PM and 5 PM)=5/12
