k=\frac{\text{x-cooordinate of R'}}{\text{x-cooordinate of R}}\\\\\Rightarrow\ k=(1)/(3)

Hence, the scale factor of dilation = 1 over 3

RP is 3 units long and its transformation R'P' is 1 unit long

R'P' = 1/3 * RP

so the scale factor is 1/3
