let in 'n' weeks,Parker will save enough money,
20.5×n=199
n=199/20.5
n=9.70731..
i.e, in 9 weeks and 5 days(approx)
or simply in 9.7 weeks

it will take 10 weeks because 20.5x10=205 and if he only saved for 9 weeks he wouldn't have enough and if he saved for 11 weeks, he would've already had enough the week before
