the answer would be: people are fairly successful at perceiving the emotional states of individuals from other cultures, but we are better at judging emotions of individuals from our own culture.
In this context, perceiving refers to the action of how guessing how people's emotion would be under a certain situation while judging refers to interpreting the actual emotion that people feel after it happens
