Honor previous treaties, discourage crimes by settlers, and enforce court rulings, so basically ALL OF THEM. (All of the above)

The state governments refused to negotiate or stay with the Cherokee or allow them to keep their land. There was no mercy and the Cherokee had to be removed and their land had to be taken. They didn't want to accept any type of a compromise which resulted in events that are known in history.
