There could be possibilities in creating laws on bullying and it can positively affect everybody involved from hero through bully and victim through bystander. Setting ground rules can intimidate someone from doing something opposing. When there are consequences to positive and negative actions not only will it make people think twice about doing something wrong, but it will also encourage these people to step up and create a more positive atmosphere.
