To determine the molecular formula, we make use of the empirical formula and the range of the molar mass of the compound. The empirical formula formula is a formula that gives the proportions of the elements present in a certain compound. It gives the lowest possible ratio of the elements. Determining the molecular formula, we multiply a factor to the empirical formula and calculate correspondingly the molar mass of the compound. We do as follows:

NH2O 32.02 g/mol
N2H4O2 64.04 g / mol

It is said that the range of the molar mass is 55 to 65 g/mol. So, probably, the molecular formula would be N2H4O2.
