A function is defined as a relation composed of group of points that have unique abscissa or the x-component. In this case, a vertical line cannot be a function since different y's are used for only one x. On the other hand, a horizontal line can be considered as a function since even though one y is used for all points, the x components are unique to each other. With respect to the given, any ordered pair is possible as long as the x component is unique from the existing group of ordered pairs. So when choosing the ordered pair, choose the ones whose abscissa is not -2,3,1, or 3.
