The answer to this question is the "Constitutional Interpretation". If the supreme court's decision is based on the meaning of a statute, Constitutional Interpretationcan simply overturns it. This type of ruling declares law which is unconstitutional based and it cannot be overturned by any simple and much-simplified statute and this is made by the Supreme Court Ruling.
