The USA is a representative democracy. Being a democracy, citizens wield ultimate political power through their right to vote their leaders. Elected representatives at the local and state levels are the first tier of actual political power. The top tier of political power is the federal government executive headed by the president. Congress through the articles of power checks and balances give oversight to the executive.
