If you get a point and a slope, use the point slope formula.

y - y1 = m(x - x1)
y1 = -4
x1 = 2
m = 3/5

y + 4 = 3/5(x - 2)
y + 4 = 3/5x - 1.2
y = 3/5x - 5.2

y = 3/5x - 5.2 is the equation of the line.
