In what ways do civil liberties limit the scope of government

Civil Liberties, like those found in our Bill of Rights, limit the powers the government can hold (mostly to keep leaders from becoming oppressive or tyrannical). They cannot limit your freedom of speech, freedom of press, freedom of religion, and things like that.
