B is your best answer. The Declaration is very specific about this: "To secure these rights, Governments are instituted among Men, deriving their just powers from the consent of the governed."

The answer is B as the constitution emphasizes that people have certain inalienable rights that should not and can not be taken away. and that if a government does not protect it its the peoples duty to reform the government.
