"One half of a number" will be a number (x) divided by 2. This can also be shown as "0.5x" or "1/2x", whichever you prefer.

"...decreased by 16" will be "– 16", making your full equation 0.5x – 16. Remember that terms like remainder, difference, and fewer will always mean subtraction.

1/2x-16 is an equation that can be used to represent this. The 1/2x represents the one half of a number and the -16 represents the decreased by 16.
