It's "D" because since its 0.003 you can think of it as 0.000 so take all the numbers a replace it with 0's so you can see how many 100's there is. In this case it's 1/100 because the number after the period is the answer

0.03 compare to 0.003
first which one is higher?
0.03 is 10 times higher than 0.003.
to get the answer, multiply 0.003 by 10
=> 0.003 x 10 = 0.03
And the value of 0.03 is hundredths and 0.003 is thousandths.
