What was the agreement in which the united states would remain neutral, or not take a side in the the french revolution?

This was known as the Neutrality Proclamation. President Washington announced that we would stay neutral or not take a side during the French Revolution. This angered and confused Thomas Jefferson, who was the US Secretary of State at the time, because France had helped us during our Revolution. Shortly after, Jefferson had resigned from his position as Secretary of State.
