He used the compare-contrast pattern.

Starting from the point in history when the Emancipation Proclamation was signed, he talks about its significance for the black race. Then, he jumps to the present moment, comparing and contrasting it. 100 years later, he says, Negros should be free, but they are not. Instead of being free, they are lonely, isolated, and forgotten.
