There are three types of fraction: proper fraction, improper fraction and mixed fraction. 19/7 is an example of an improper fraction wherein the numerator is greater than the denominator. 1 4/7 is an example of a mixed fraction which contains a whole number and a proper fraction. To get the ratio, you simply divide the two fractions. But first, let's simplify the mixed fraction into an improper fraction.

The equation would be: denominator*whole number + numerator = new numerator of the improper fraction. The denominator remains the same. Thus,
1 4/7 = [(7*1)+4]/7 = 11/7 --> this is the equivalent improper fraction.

Next, you divide 11/7 by 19/7. You do this by taking the reciprocal of the divisor and multiplying it to the dividend. This is shown as follows:

11/7 * 7/19 = 11/19
