commutative property of multiplication states : a * b = b * a...so basically, u can move the numbers around and it will still equal the same thing
3(4a - 2) = (4a - 2) * 3 <==

Commutative means you can reverse the order without affecting the result of the multiplication:- a*b = b*a.
so its the second option:-

3(4a - 2) = (4a - 2).3
