Why is this passage from "An Indian Father's Plea" an appeal to ethos?

Millions of dollars have been appropriated by Congress each year for "Indian Education." All you have to do is encourage your school to use these resources. My Indian child has a constitutional right to learn and maintain his culture. By the same token, I believe that non-Indian children have a constitutional right to learn about our Native American heritage and culture, because Indians play a significant part in the history of Western society.

The correct answer should be A.Because it refers to respected institutions such as the U.S. Congress

Ethos is when you appeal to someone's credibility, which is what he is doing. Reason and logic fall within the domain of logos, which is B and D, while C is an example of pathos, which is appealing to emotion and wanting to get a strong emotional support and response from your audience in order to persuade them to do something.
