The equation would be:
y = 3/2x - 2
or
y = 1.5x - 2
To graph it, make a point at (0, -2) (the y-intercept).
Each unit to the right, increase the y axis by 1.5
Each unit to the left, decrease the y axis by 1.5

so the y-intercept means you can put a point at the coordinates (0,-2). the slope is 3/2 so from there you can go up 3 and over 2 to the point (2,1) and so on. you can also continue the line the other direction by going down 3 and to the left 2 to get the point (-2,-5)
