The Roman Consul controlled military, declared war, made laws, and taxed the people. The President of the United States is the head of state and head of government. He has the same powers as the Roman Consul, but needs to consult other branches of government on most decisions.

Rome never in history had a executive division of government, one leader, or a house of leaders.

Consuls are part of legislation, legislative branch.
