We know that the tangent of an angle in a right triangle is the opposite divided by the adjacent. This is the cotangent, so we reciprocate that to get that the cotangent is the adjacent divided by the opposite!
Plugging in, we get that the cotangent of the indicated angle is
$(12)/(9)=(4)/(3)$.
