The center of the new circle is over 2 and up 3. "over" is the x coordinate and "up" is the y coordinate. Because coordinates are paired as (x, y), then the new center of the circle is (2, 3). You have to know, however, that the original circle is centered at the origin which has coordinates of (0, 0). So over 2 from the origin gives an x coordinate of 2. Up 3 from the origin gives you a y coordinate of 3...(2, 3), the third choice given.
