You forgot to attach the picture but I found the pic from other sources. The correct answer to this would be:

“He believed in a secular Egypt.”

Secularism is the belief of the separation of government institutions and the persons directed to symbolize the state from religious institutions and religious dignitaries. In this case, Egyptian Premier Gamal Abdel Nasser wore something (tuxedo perhaps) that was not symbolic of his religious status unlike the other two prime ministers.
