I believe the answer is :D. Hoover hoped private charities would take care of the needs of poor Americans

Hoover favoured less government involvement in the free market, which being done by creating a reduction in tax payment for all citizens.

While this benefit a lot of people by providing them with more income,this regulation resulted in lack of fund that government can use for welfares. Because of this, he hoped that help for the poors would be carried out by private charities

B is the answer. Thus, Hoover believed in Volunteerism. He thought that the Federal government should not have a right to force people to do anything. Hoover also expects that stock prices would rise, factories would be opened and people would go back to work.
