First you need to find the equation of the first line because it will have the same slope as the second line because the two lines are parallel.

y=mx-9

-4=-3m-9
5=-3m m=-5/3

For the second equation.
y=-5/3x + B

-7=(-5/3)(3) +b

-7=-5+B
b=-2

y=-5/3x -2
