Vascular dementia is caused by the reduction of blood flow to the brain that deprives the brain cells of necessary nutrients and oxygen and the effect is the decline in thinking skills. The symptoms are speaking difficulty or trouble in speech understanding, confusion, vision loss and disorientation.
