The guinea hens (that my neighbor raises) are better than watchdogs.

Is the clause in parentheses an adjective or adverb clause?

There is no adverb clause in the sentence but there is an adjective clause. That my neighbor raises is the adjective clause. It contains the subject neighbor and the verb raises. The clause modifies the noun guinea hens, providing essential information about it.
