just as with an equation with an = sign, we want to isolate the variable, n.
So first bring -3 to the right hand side:

4n-3<12 => 4n < 12+3 => 4n < 15

Then divide by 4

4n/4 < 15/4 => n < 15/4

You can't simplify it beyond that.
