The boundary line is dashed. So we can rule out choice B and choice C (those would have solid boundary lines).

The shaded region in gray is above the boundary line, so we will have > as the inequality sign. That rules out choice A and points to choice D as the only thing left

Sure enough, the graph does have the boundary line with y intercept -3. The slope is 4 because we go up 4 an over to the right 1 each time.
