The shaded region in gray appears to be above the dashed line. So that means the inequality sign is > (greater than sign)

The line goes through the y intercept of (0,3). The slope is -5 indicating we move down 5, over to the right 1.

The boundary line is dashed to exclude the boundary from the solution set

The final answer is choice C
