Let L = the length of the first piece.
16 - L
is the length of the second piece.
Together the 2 pieces must add to 16.
CHECK: L + 16 - L = 16

If you cut length L from the 16 ft halyard, you are subtracting the value of L from 16. This means that the second piece should be
16-L
feet long.
